VMC Black Creek Renewal
A previous master plan recommended the reconstruction of a flood prone reach of Black Creek to contain the regional storm floodplain within a naturalized corridor. The reach of Black Creek is within the Vaughan Metropolitan Centre Secondary Plan Area, which is proposed for significant redevelopment and intensification. The reconstructed Black Creek is also to be an important public open space and active transportation corridor.
Scope of Services
The project scope included the preparation of several alternative conceptual designs for the reconfigured Black Creek corridor, detailed field investigations to confirm above- and below-ground features and infrastructure, preliminary plan and profile drawings for the preferred design, and temporary and permanent property requirements. Phasing of the preferred design is also included as several properties in the study area have active or pending development applications.
Our communications plan and consultation program were the most important aspects of this project. There were a large number of stakeholders involved, including property developers, existing tenants and landowners, TRCA, York Region (traffic and municipal services), and numerous departments within the City. The concept design prepared by TMIG was generally accepted by all stakeholders, and further consultation regarding funding and implementation was coordinated with a parallel OMB appeal.
