Scope of Services
TMIG has completed the Schedule ‘B’ EA and detailed design to examine options for the road alignment and parking improvement options in Paradise Park. A variety of options for Lakeview Boulevard were considered, including retaining the lower road, retaining the upper road, or removing both roads. The preferred alignment was to retain the upper road, offset slightly to the south to provide a buffer for a local parkette, with a rural cross-section, and two new parking lots. Portions of the existing watermain and water services were replaced in consultation with Durham Region.
Public consultation was a significant part of this project, as local residents had raised concerns regarding traffic, noise, and use of the local parkette as a neighbourhood park versus a destination for all Town residents. Traffic calming measures included reduced lane widths, constrained road geometry, speed tables, and raised pedestrian crossings. A preconsultation site meeting was held with TRCA staff as the lands are owned by TRCA (other than the lower alignment ROW) and the majority of the lands are regulated due to a very wide regional storm floodplain. During detailed design, TRCA requested that TMIG review options to raise the road to determine if existing flooding conditions could be improved during the regional storm event, including the sizing for new concrete box culverts. Proposed flat bottom roadside ditches and permeable interlocking pavers within the parking lots were designed to assist with water quality and infiltration.
